What is the difference between a Traffic Guidance Scheme (TGS) and a Traffic Management Plan (TMP)?
According to Vicroads a Traffic Guidance Scheme (TGS) covers the physical deployment and arrangement of signs and devices, to warn traffic and guide it through, past or around a work area, event or hazard. Generally it will be an A3 document that outlines the necessary contacts for the job, emergency vehicle and public transport allowances for the job, which standards apply (usually AS1742.3 2009), as well as traffic controller instructions, signage requirements and critical site information. Whereas a Traffic Management Plan (TMP) is a much more detailed document that features such things as hazard identification, OH&S, road terrain and other road user considerations. It also covers traffic flow and volume, signage and equipment, inspections and reporting, and incident management.
What is a Memorandum of Authorisation (MoA) permit and who is reponsible for organising it?
If you are running a worksite or event such as a fun run, filming a TV commercial or operating a street market on a freeway or arterial road you will need a Memorandum of Authorisation (MoA) permit from the Department of Transport and Planning (DTP) to manage traffic and install temporary traffic control devices. As an accredited traffic management company, TDM Traffic Management can apply for the MoA permit for you, if you engage us to manage your worksite or event. We will develop and provide the TMP and the TGS as outlined above, as well as conduct a Risk Assesment as part of the permit application process.
